Fix typos, correct errors
Make sure all entities have a "real" primary entry
This is the last release in the current file format. The next
release will be machine generated with columns lined up, in country number
order, etc.
File reformatting - columns lined up, country number order, multiple
occurrences of same prefix linked properly, etc.
Fix all geographic coordinates - this means finishing up the master database
and moving away from wpxloc.raw as the base.
Check time zones from file
Expand certain prefix groups: JA, LA, OH, PY, SM, VE, VK, XE, etc.
